It could easily be made a problem by making it so you needed to gather support for Martin’s claim by siding with one group or another. TES is ultimately about the decline and fall of the Third Empire and it is a massive strike against the narrative that the inflection point was in no way its fault.
Certainly, you could argue that the narrative of Oblivion as it exists is meant to present things in as black and white a perspective as possible, but that is exactly my point.

Been a while since I played Oblivion, but the Empire being 100% unproblematic was a major part of what made the game's setting bland
