There's a version in which she knows about the demand but doesn't sign it off unless India makes a far better offer to the UK. That would be reasonable. But she doesn't make the case so I suspect she wasn't sweating the detail as you suggest.
If "Kemi didn't actually have a clue what was going on" is an option it is almost certainly the correct one
