While more proportional representation helps some, I’m not sure what structural reforms you can make to Congress to change the fact that Trump gets 46%+ of votes, and thus many legislators represent polities that have just been absorbed into Trump’s cult of personality and want him to rule as king.

This is why term limits matter.
The 46% is forced into it via the amalgamation of positions in a first past the post + geographic representation. Proportional allows minor parties and coalitions, which breaks up the forced amalgamation. You end up with coalitions that limit power more. It's better system in general.
Nothing of course being perfect.
