- I think "raises substantial ethical issues" is a weak synonym for *clearly breaches the anti-corruption laws that bar gifts from foreign states* (without explicit Congressional approval)
- It is accurate to say "Care homes will face new restrictions on recruiting overseas workers" - with the abolition of the dedicated visa, and that they will be encouraged to recruit from domestic and migrant workers already in the UK. A *ban* on foreign care workers *probably* oversimplifies
