I don't care how easy it is to indict someone in a grand jury case. Anyone who actually voted to indict Dugan, and anyone who testified against her, has failed a very basic test of humanity.

I'm not sure how to parse that question. The "law" doesn't say anything. Tje indictment is a lidt of rhe government's claims that she broke a law. She said she didn't. I dont think it matters frankly. The right thing to do was to vote not to indict.
