- A President can not accept gifts. Qatar offers a $400 Million 747-8 to the President to use while in office and for his Presidential library after he is out of office. THIS IS FINE... I mean it's not a bribe. It's a gift with no surveillance equipment on it. Imagine if they had done this for Biden
