- Reposted by AnywhyThe Constitution disagrees. The Emoluments Clause, part of Article I, Section 9, Clause 8, bans office holders from taking ANY gifts from foreign countries. There is no mention of quid pro quo. That is because the Founding Fathers knew that even the *appearance* of corruption promotes corruption.
