- Not an exaggeration to say that if there were 5 votes on SCOTUS for Souter’s approach to the Voting Rights Act, as reflected in his dissents in Georgia v. Ashcroft and Bartlett v. Strickland, the United States would be an entirely different (much more democratic) country
- Souter was a George H.W. Bush appointee who drifted to the left early in his tenure. He then served as a staunch advocate of democracy and civil liberties, defending the rights of voters, women, immigrants, racial minorities, and LGBTQ people. He was a great champion of equality and freedom for all.
