In my opinion, the best approach would be to write a mini-code that only applies to buildings under 30,000 sqft and within the high-rise height limit, specifically for residential uses only above the first floor. Don't worry about multiple Types or occupancies.

There's a reason I keep saying someone should write a new building code separate from IBC. It's like dealing with a 40+ year old COBOL mainframe software system: it has so many parts that conflict with each other that it should be replaced instead of being patched, but nobody wants to do the work.
