I'm asking this earnestly, have you ever worked on a municipal budget?
I managed a $20 million dollar capital budget when I was 21 years old and came in on time and below and very close to my cost estimates. I fucking know how a budget works.

But he is right, that municipal budgets are in fact moral documents and I'm sure the police budgets in most places are obscene compared to what is being spent from tax and fees on water and electric infrastructure.
