But that is exactly what the bill does: impose onerous red tape to cut enrollment among eligible people like work requirements, rescinding rules to simplify enrollment and requiring more frequent renewals.

But some states cover undocumented immigrant children/others with 100% of their own $. The bill forces states to drop that coverage or face a big cut in federal $ for expansion.
