Wish I could think of an example of a society that once drew intellectuals from around the world then scared off all the smart people and dumped all their resources into a police state. Wonder how that turned out for them.
They're dismantling (what remains of) the social safety net and replacing it with a dragnet instead.
I can't think of an example as precise as you suggested, but I can think of many examples of human stupidity, if that's what you were getting at. Starting with "scared off all the smart people", another clear sign of human stupidity.
