Article 1, Section 9, Clause 8 really could not be clearer.
"...no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince or foreign State."
Apparently they are arguing that the jet is being given to the US Air Force and not Trump directly, and then he will take it for use by his "library" and not directly.
Trump's "library" is his slush fund for bribes. This is what happens when uninformed voters fall for the rhetoric of a populist demagogue.
