The biggest problem with requiring "liability insurance" 4 guns is that once U mandate that requirement U have 2 regulate the industry.
That hasn't gone well with car insurance. The companies know they have consumers over the barrel & they abuse us.
Also, "ownership" of a gun can be hard to track.
You would figure the biggest problem would be the criminal element prohibited from owning a gun will not have it. Requiring them to do so would violate their right not to self incriminate

If I sell it to U though & I don't require U to pick it up from an FFL that gun still belongs to ME on paper.
If stolen and used in a crime, it's ME on the hook.

The scenario you described would be better solved with a free and open Background Check system everyone hav access to to verify the status in private sales
I'm all for universal background checks but I think "free and open" might be hard to do.
It sounds like a private company, GSE or government agency would need to maintain a database in order to make this work.

Not hard at all. You would go to something like UBC.guv input the buyers information hit enter and get your response. Pretty much exactly like it’s done now without the middleman and extra fees associated with that.
