There are supposed to a million+ planets in the Republic/Empire. Vader was one guy killed 30+ yrs earlier, and there were only ever 10,000 Jedi 60 yrs earlier, so I'm guessing the number of people who actually know about all of that stuff averages out to maybe 6 P.P.P. (peeps per planet).
