If you're not in Sonoma County, and your area doesn't offer this kind of service, maybe it can be a starting point to petition your local government officials for something similar. Here's the link from the OP:

It's definitely a start! I'm not sure what else I would add, but the current list of products they will dispense really covers a multitude of public health issues!
