- Ask how many proposals have been set aside- that the panel is not able to review or consider? How were those decisions made? Are there any currently convened panels that would refuse to consider the remainder until the rest of complete, timely-submitted proposals (no matter the topic) are included?

And this means educating your Boards on how all this works, too. Lead, don't crumble. Because they'll come for you, too.
