- ⚡️Putin's refusal to join Istanbul talks would be 'last signal' Russia doesn't want peace, Zelensky's chief of staff says. Presidential Office chief Andriy Yermak said Ukraine is "ready to discuss anything," but "only if a ceasefire is achieved."
- ⚡️ Kremlin refuses to say whether Putin will attend Ukraine-Russia peace talks in Istanbul. Russia will announce its representative for the expected peace talks in Istanbul once President Vladimir Putin "deems it necessary," Kremlin spokesperson Dmitry Peskov said on May 13.
- ⚡️EU prepares capital controls, tariffs on Russia in case Hungary blocks sanctions, FT reports. The sanctions will expire at the end of July unless all 27 EU member states agree to extend them.

- ⚡Some ReArm Europe funds to be funneled to Ukraine's defense, EU official says. "Only member states can take out loans within the 150 billion euros instrument, but they can use these funds for joint procurement with Ukraine," EU Defense Commissioner Andrius Kubilius said.
