No system of rules is self-enforcing. They all require actors within the system to play by the rules.
The system is fine. It provides Congress and the Supreme Court with plenty of tools for checking the power of the president. Failure to use those tools is a failure of the actors, not the system.
Under the current constitution, the Supreme Court and Congress are supposed to be responsible for checking the power of a president.
Both institutions have failed to do so. Perhaps it’s worth considering if it’s not merely the individuals who have failed to prevent tyranny, but the system itself.
