How can a memo overrule the Fourth Amendment

It can't. An arresting officer may try to defend against a constitutional challenge by citing to good faith compliance with the AG's guidance memo, but that seems like a shaky basis to break into someone's home to administratively detain them. Or hope the arrestee's swift removal moots a challenge.
