- we have a load of homeless in Winchester in the UK. substance abuse is rife among them. however... they are mainly left alone by the police and rangers, and indeed somewhat looked after by them so they're not attacked. the council provides shelters, and esp. hygiene facilities, along with rehab.

- it still looks like a pretty grim kind of existence. must be awful to be "out of the room" most of your life.
