OK, so hourly reporting via the API is Pacific Time (confirmed to me by Google). But I'm waiting to hear about 24-hour view in the GSC UI. That is not Pacific Time for everyone based on what was explained at the NYC Search Live event. I'll let you know when I get some clarification about that.
