- An insight into how badly Russia runs occupied Ukraine. Despite occupying much of Ukraine's Luhansk region for 10yrs, teachers, miners, utility workers etc. are routinely owned large sums in wage arrears. Putin has billions for war, but not wages. Occupied Donetsk region also has huge wage arrears.
