Homan's grandfather and his father were cops. He was a cop. He has a degree in criminal justice. HE KNOWS HE'S BREAKING THE LAW. The excuse that he is following orders is bullshit. An unlawful order does not authorize him to break the law. Homan is culpable and one day will be held accountable.
