There is a certain kind of twisted logic in scaring off all the international tourists, then the oaf in charge claiming he will re-open Alcatraz (a tourist destination) to house "criminals." Egads. What is this timeline? SF doesn't want a detention camp.
I don’t think any “requirements” matter to him or anyone else in Congress. He’s done a lot that would “require” Congressional authorization without their authorization, like withholding already appropriated funding. He is above the law after all and no one is stopping any of his insane ideas.
Congress ain't gonna stop him from doin' shit.
