- Kentuckian here. If you want to see Kentucky turn blue again, just wait til Medicaid et al government assistance is cut. Around 40% of all medical services are paid by the government. It's a brutal statistic for a 4.5M population. Here's a graphic of other welfare distribution in KY, as well.
