In 2021, oversight officials substantiated force charges against Sheppard for tackling and tasing a BLM protester in June 2020. Despite NYPD brass intervention in the case, the victim won a $99,000 settlement. Sheppard wasn't disciplined for the incident.

Shepard also hired detective. Lt. Theodore Wells, who served under him in the 28th precinct. Wells failed to deposit arrestees' money, lied in an interview, and covered up force incidents. Under Shepard, Wells was promoted to captain and moved to DCPI.
