Most of JFK's legislative agenda was blocked by a coalition of Republicans and conservative Southern Democrats.
But he and RFK did eventually (after much pressure from Black civil rights leader) use the power of the federal goverment to deal forcefully with the segregationists.
It's really instructive to contrast JFK's and his DOJ's actions in support of Black people's rights in 1962-63 with, say, Biden's appointment of a Republican ratfucker Merrick Garland as attorney general, who wasted two years and let the racist coup plotters get away with insurrection
