Yep— this is exactly how we are giving up our position as a world leader, to other nations that will continue to advance ahead of us. It was a choice we made, as a nation, and it sucks for the people who have spent decades trying to keep us in the lead as a global power. Ah, well.

Yes, and the Heritage Foundation doesn't have anyone in it who understands or cares about scientific research. It's just collateral damage, from their point of view, in the culture war.
