- Huge new illegal action from OMB in pursuit of carrying out Project 2025. Sounds boring but super important. OMB has illegally stopped sharing info whose entire purpose is to help ensure they follow budget laws. They're breaking a reporting law to facilitate breaking spending laws. Technical 🧵
- After Congress appropriates money, OMB must formally apportion that funding. The purpose of apportionment is to ensure money is "prudently obligated." It's to ensure we don't accidentally run out before the end of the year - and also to ensure we don't still have like half left in the final month.
- But, and this is key, w/out an apportionment, agencies MAY NOT go about obligating & spending money they've been appropriated, or else they face potential jailtime! Even though it's illegal not to spend the money, they face a criminal penalty for spending it before OMB formally apportions the money.
