Not exactly "a park": this is an enclosed Soviet memorial to the victory over Nazi Germany, and at the same time a military cemetery where thousands of Red Army soldiers who fell in the last battles of WW2 are buried. Germany undertook to maintain it in perpetuity as part of the 4+2 Agreement.
If they attempted that in the UK, they'd be be in hospital.
