- Great defense of the Inflation Reduction Act, explaining how it supports energy project deployment and tamps down electricity price volatility from @skandaamarnath.bsky.social and @arnabdatta.bsky.social at @employamerica.bsky.social today. These two arguments are particularly striking:
- Of course, this bill text could be worse, but it's still extremely bad for energy project investment because it undercuts the best and most promising parts of the IRA. A few reasons why from me and @cthelala.bsky.social in this thread:
- Formally, the IRA's elective pay / direct pay provisions, which allow public and nonprofit entities to receive cash equivalents of the tax credits, are untouched. But the changes to ITC and PTC rules will further severely burden elective pay-eligible entities.
- House Ways and Means cuts ITC and PTC energy tax credits for any projects not *placed in service* after 2028, and kills them by 2032--rather than cutting/killing credits based on when projects start construction. The text also appears to kill transferability for the ITC and PTC after two years.
