We are now 16 days pre-primary in Philadelphia and because of an ongoing candidate eligibility dispute, no mail-in ballots have been sent yet. The attorneys are doing their jobs faithfully, as are the City Commissioners, but this kind of delay suggests we need to rethink the whole timeline.
