the outline on black, and the shadow on white changes by 1 pixel relative to the direction the symbols indicate. Isolate 1 part of the white or black outline, block out the symbols, and see that it does move slightly, differently, for each direction or rotation.

Seems to be the direction of the light and where it starts and ends. I noticed the light acts differently on some parts depending on the direction shown.

Nothing moves in any video. The illusion of movement is caused by a series of still pictures shown in sequential order--but none of the pictures in each frame is moving but rather lit up. The key is "boxes". We think it's the 2 boxes on the left & right but actually the boxes in each frame.

It's kind of like the tariffs right now all an optical illusion based on one man's ideas about money and getting ripped off he who has ripped off many contractors he who has gone bankrupt and many times he who is making financial policy for our country and the entire world he who is fucking crazy!

This is so obvious. There is a slight shift between the datk and the white figure. Depending of the direction of the offset, it suggests a different movement. Just look carefully on each line, you will see the difference in the pattern.

The light changes in direction on how it pulses across a line. Neat I tried covering up the arrows and different portions of the boxes, and the illusion still works

The boxes are moving -- not vs. the blue background, but internally in terms of the black and white areas of the boxes. The shift in black and white areas makes it seem like the box is moving against the background because we learn 3D shading cues early on.
